Fashion illustrator and designer, Hays began his education at Pratt Institute and went on to take courses at the Art Students League, Cooper Hewitt, and the National Academy. The Fortnightly Club was founded by Rev. Frank Hays, a Grand Forks Presbyterian minister, on October 20, 1898, with sixteen charter members. Meetings were held the first and third Monday from October through May.
