Fashion illustrator and designer, Hays began his education at Pratt Institute and went on to take courses at the Art Students League, Cooper Hewitt, and the National Academy. His illustrations for such firms as J.P. Stevens, Spring Mills, Celanese, Bonwit Teller, Saks Fifth Avenue and Lord & Taylor appeared in British Vogue, Glamour, Harpers Bazaar, Vanity Fair and McCall's. The Fortnightly Club was founded by Rev. Frank Hays, a Grand Forks Presbyterian minister, on October 20, 1898, with sixteen charter members. Meetings were held the first and third Monday from October through May.
